Joseph is the former Executive Director at FIRST at Blue Ridge, a 203-bed residential substance use disorder treatment and vocational training center. Since 2003, Joseph guided the agency in becoming only the second licensed Therapeutic Community facility in the State as well as writing and receiving multiple grants as well as State and Federal contracts.  Joseph holds a Juris Doctorate from Nova-Southeastern University Shepard Broad Law Center and a BA in Human Resources Management from Trinity International University and he is currently acting as the agency's Administrative Coordinator.  Joseph has numerous professional affiliations including Board Member of the Alcohol and Drug Council of NC; Steering Committee Member of Recovery NC; Treatment Committee Member of the NC State Re-Entry Council Collaborative; and a member of the NC Peer Support Specialist Workgroup.  He has also had frequent appearances on English and Spanish language Local, National and International radio and television newscasts and talk shows on the subject of Substance Abuse, Addictions, Treatment, Drug-Free Work Place, Gangs and Juvenile Crime, the Substance Abusing Criminal Offender, Re-Entry of the formally incarcerated and other related issues. Joseph is fully bilingual in English and Spanish and has the continuous geographic experience and major recognitions.
